The object of the current evaluation is to evaluate the UNICEF Country Programme in Brazil, assessing the relevance, effectiveness,sustainability and coherence of its delivery strategies at sub-national/municipal level in order to improve the lives of the most vulnerable children and adolescents at scale.
The main question to be answered by the evaluation is: to what extent have UNICEF delivery strategies at municipal level, especially the Municipal Seal Initiative and the Platform for Urban Centres, been effective in supporting delivery of country programme outputs and outcomes for the most vulnerable children in Brazil.
The core purpose of this CPE is to identify key lessons from implementation of the current Country Programme (2017-2021) to inform the new CP design (2022-2026) and implementation and inform the strategic positioning of the CO in the next cycle. In this regard, the CPE is expected to review the relevance, effectiveness, efficiency, coherence and sustainability of CP delivery strategies across the different Country Programme Components. It will also review the coherence of the interventions as well as the effectiveness of managerial accountabilities to deliver quality programming at sub-national level.
