Evaluation of UNICEF-Supported Drop-Out Programme

Overview

This evaluation is formative and to evaluate the on-going UNICEF-supported Drop-out programmes. The overall objective is to measure relevance, effectiveness, efficiency, sustainability, and impact of the programmes and collect evidence and lessons learnt to present to the Ministry of Education, implementing partners, donors and the Country Programme team to feed into expansion of the programme. Specific evaluation questions are,

• Relevance: Assess the relevance of the programme to national priorities and strategies in the education sector and the needs of the targeted population, particularly the most vulnerable and identify gaps.
1. To what extent the Drop-out programme is aligned with national priorities and strategies in education sector?
2. To what extent are the objectives of the programmes have been valid for the target population needs?
3. Are the activities and outputs of the programmes consistent with the intended impacts and effects?
4. Has the programme considered and contributed realization of child rights, equity and gender equality?

• Effectiveness: Assess to what extent the programme contributes learning outcomes of enrollees on the 4 core subjects and enabling Catch-Up enrollees to successfully re-integrate in the formal system.
1. To what extent have the intended programme results been achieved, in terms of achieving learning outcomes, certified completion of a grade and re-integration into formal schooling?
2. What were the major factors influencing the achievement or non-achievement of the intended results?
3. What are the main strengths and weaknesses of the programme?
4. To what extent has the programme successfully reached targeted groups, particularly the most vulnerable?

• Efficiency: Assess cost-effectiveness of provided services and efficiency of the overall institutional arrangement for the Drop-out programme.
