The country case study adopts a theory-based formative evaluation (FE) approach which begins with the construction and subsequent refinement of a theory of change (ToC) for the urban approaches at the country level. Two ToCs were prepared for Brazil, one for the Municipal Seal and another for the PCU. Overall, the evaluation seeks to provide evidence on the different components of the causal claims made by the ToC and analysis of the determinants of outcomes while also assessing the relevance and effectiveness of the model as framed by the urban drivers framework. Additionally, good practices and lessons learned are discussed. The main data collection methods used in the Brazil country case study were document and data review, key informant interviews and focus group discussions with 169 stakeholders at national, state and municipal level, site visits at state and municipal level, and a survey of 2925 adolescent participants using the UNICEF U-Report.
