UNICEF has been implementing cash-based transfer programmes for children in emergency contexts for several years. In emergency contexts, UNICEF often relies on existing social protection programmes or has to set up parallel systems in the absence of adequate national capacity to meet the needs of children in a humanitarian situation. With the aim to strengthen social protection interventions UNICEF has been working to
bridge the humanitarian-development nexus and strengthen the linkages between shock-responsive social
protection and humanitarian cash transfer programming. To contribute to these efforts, UNICEF commissioned this evaluation to understand how its humanitarian cash based interventions have contributed and identify how it can improve the effectiveness, impact and sustainability of its programming.
