The main objective of the evaluation is to review the progress made in
attaining the outcomes as stipulated in the UNDAF document and assess the
efficiency and cost-effectiveness of how the programme elucidated in the
document has moved towards achieving its outcomes and impacts. The report
identified the strengths and weaknesses in the programme design and
implementation, the sustainability of the results achieved, and provide
recommendations on sustaining the implementation of the activities initiated
within the components for the next programming cycle. For this purpose the
report focuses on the following specific issues:
• The level of progress made towards achieving the outcomes and impacts,
including contributing factors and impediments.
• The extent of UNDAF’s contribution to the achievement of the outcomes through
related indicators.
• The viability and effectiveness of partnership strategies in relation to the
achievement of the outcomes.
• Identification and assessment of lessons learnt and best practices in
relation to management and implementation of activities to achieve the related
outcomes.
• Identification of institutional strengths and weaknesses and areas for the
improvement of the Country Office programme strategy to reduce poverty through
sustainable initiatives and more equitable economic growth.
