The objectives of the evaluation were:
- To assess UNICEF assistance under the USAID-funded VEAP project by looking into the process, organizational aspects of project interventions, their appropriateness, effectiveness, and efficiency;
- To assess the contribution the project was able to make towards the sustainability of such interventions in the project area by looking into the capacity building components, community ownership, involvement of community development associations (CDAs) and other local NGOs;
- To review UNICEF's role in the WES sector during the current program cycle and make recommendation for future role beyond VEAP, keeping in mind the comparative advantage of UNICEF in the sector, experience gained under VEAP and global WES priorities such as School WES activities.
