Evaluation of WASH in Schools Programme in the Karamoja region

Overview

Background to the Evaluation: In 2018, UNICEF and the Korea International Cooperation Agency (KOICA) entered a partnership to support the Government of Uganda to implement a USD 10 million Water, Sanitation and Hygiene (WASH) in Schools programme in the Karamoja Region from 2018 to 2023. The programme targets 88 primary and 12 secondary schools attended by approx. 56,000 children in the nine districts of Abim, Amudat, Kaabong, Karenga, Kotido, Moroto, Nakapiripirit, Nabilatuk and Napak. The overall goal of the WASH in Schools programme is to improve access to water, sanitation and hygiene to enhance gender sensitive, disability, adolescent friendly environments in Karamoja region. The programme envisages sustained improvement of access to and use of safe drinking water and improved sanitation and personal hygiene practices in primary and secondary schools in Karamoja with particular attention to girls, by end of 2023.
Evaluation Purpose: With the programme in the final year of implementation, UNICEF is desirous to conduct an end-term evaluation of the programme. The overarching purpose of the end-term evaluation is three ford - forward-looking, utilization-focused and yet accountability leaning exercise. The end-term evaluation is to provide an independent assessment of achievements against the planned results and activities set out in the programme design matrix including the effectiveness and sustainability of the interventions. Moreover, the evaluation will act as a learning moment for long-term planning for what comes after the Karamoja WASH in Schools programme effectively capturing lessons learned, and contributing to having those lessons communicated, shared, and utilized by UNICEF, Government of Uganda Ministries, Local Governments, CSO partners, KOICA, other stakeholders and beneficiaries. On the other hand, the evaluation will aim to strengthen UNICEF’s accountability to children, development partners such KOICA, and the Government of Uganda.
