This final evaluation has three purposes: generation of functional knowledge, documentation of key achievements and inspiration of prospective technical dialogue around this kind of intervention. Based on those aims, the final evaluation assumes the subsequent objectives:
General:
Evaluate the added value of the UNICEF-implemented BR & J4C programme, financed by the European Union from 2014 to 2019, based on international evaluation standards and norms and considering political, social, economic, institutional, etc. challenges, constraints and opportunities of the national and sub-national context relative to the rights of the children.
Specific:
a) Analyse the level of relevance, effectiveness, efficiency and sustainability of the BR & J4C programme and of inclusion of key aspects as gender, equity and child rights in its entire cycle (including its C4D component).
b) Provide thorough evidences on the achievement or not of planned and unplanned programme results at national and sub-national level and the main factors which promoted or limited them.
c) Revise critically the theory of change and assumptions undertaken by the BR & J4C programme and its changes along the time and the feasibility, functionality and alignment of the proposed exit strategy considering the institutional culture of the justice sector.
d) Propose evidence-based findings and conclusions regarding the added value and institutionalization of the BR & J4C programme results and functional recommendations to be included into the formulation and implementation of similar initiatives.
