This evaluation will be summative in nature with a main purpose to evaluate the contribution of the
ECW Programme towards the priorities of the government, to evaluate the relevancy of the Programme
with the needs of the targeted population and to identify good practices and lessons learnt from the
ECW and cross-sectoral partnerships in SoP.
The main purpose of this evaluation is to learn and assess the SoP ECW/MYRP’s results and provide
recommendations to improve any future SoP ECW/MYRP design and implementation modality.
The findings, recommendations and lessons learned from this evaluation will be used to identify and
implement strategies for enhancing the relevance, efficiency, effectiveness, and sustainability and
impact of the ECW Programme. The evaluation’s target audience will be UNICEF, the relevant Ministries,
other UN agencies, donors, beneficiaries and partners. The primary users of the evaluation are the five MYRP partners and the MoE. In addition, the other secondary audiences and users of the evaluation report, and who are not directly involved or concerned with this evaluation, will be e.g. the MYRP sub-grantee implementing partners, Education Cluster partners, the Education Sector Working Group (ESWG) members, education NGOs, universities involved in education, and the donor community, specifically ECW. The actors and other stakeholders not directly involved or concerned with this evaluation will be the secondary audiences and users of the evaluation report such as UNICEF Regional Offices and UNICEF HQ as the lessons learnt, good/best practices would contribute to strategic thinking around integrated approaches to Adolescent and Youth programmes in the region.The assignment will ensure evidence-based targeting and response to the needs within a national approach to education interventions in the SoP.
