This is a formative evaluation, its main aims are insight and development. According to Stockmann (2013), the first one (insight) implies the production of systematic and thorough knowledge about the evaluand.8 As referred by Mathison (2005), the term evaluand is used to mention what is going to be assessed (a particular person, an organization or institution, a simple or complex intervention, a provided service or good, a public decision, an individual or institutional performance, etc.). So, in this case, it is expected to get and organize information, data, evidence about provincial ALP models and centres supported by UNICEF during the last years, including pre pandemic and pandemic situation.
As affirmed by Stockmann & Meyer (2013), the expected social enlightenment is possible based on the clear definition of assessment criteria. This formative evaluation will be delivered using the following OECD – DAC (2021) evaluation criteria: relevance, coherence, efficiency, effectiveness, impact and sustainability.9 It is expected that the mentioned evaluation criteria will interact with AE Principles and its APs and CEval evaluation approach through the evaluation questions.
The second aim (development) is focused on further progress of provincial ALP models and centres supported by UNICEF. So, on one hand, good practices and lessons learnt and, on the other hand, gaps, bottlenecks, and problems will be |critically analyzed considering pre-COVID-19 and COVID-19 contexts. It is expected to generate a learning process for the improvement of new stages of current provincial ALP models and centres supported by UNICEF or future formulation of new support mechanisms (Stockmann, 2013).
