The evaluation will focus on the effectiveness of the Spilno spots, their role in assuring critical services accessibility for the affected population over different stages of the war and their role in promoting the wellbeing of children. It will need to produce a taxonomy of each Spilno spot type, the timeline/adaptation of the interventions and efficiency and effectiveness at each stage. The evaluation focuses on the time period from February 2022 through December 2023. The geographical focus is all 23 oblasts of Ukraine where the Spilno spots are/were established. The evaluation will serve a dual accountability and learning purpose. This evaluation will be of a primarily formative and forward-looking nature. It ultimately aims to generate learning that can be used to enhance implementation as well as to inform relevant discussions and decisions with the government, local authorities, private sector on the sustainable further management or transformation of the spots.
