Overview

In line with the national commitment to delivering integrated social protection, this evaluation seeks to explore the impact, effectiveness and efficiency of existing social protection programmes at the national level as well as the improvement in these dimensions achieved by combining state and central social protection initiatives. In order to inform the development of the integrated social protection framework, it is imperative that an analysis is conducted of key social protection interventions that provide a continuum of support to children and deliver children’s rights from conception through till 18 years of age – directly and indirectly.
The evaluation will use Microsimulation Analysis techniques and available secondary data to assess the impact and efficiency of identified schemes. Microsimulation Modelling is the use of powerful quantitative tools for ex ante evidence-based analysis of economic and social policy interventions. Rooted in representative household surveys of a country's population, the models provide a picture of poverty, employment, consumption and income levels throughout the country. A micro-simulation model enables researchers to investigate the impact of existing economic and social policy interventions on income levels, poverty, inequality and other outcomes. In addition, researchers can simulate the impact and estimate the cost of new policy interventions.
