The IALA mid-line assessment is intended to measure progress of the programme by comparing key performance indicators (KPIs) between the baseline and mid-line stages.The baseline data showed that the programme started from a very low base in terms of the key outcomes that it seeks to realize, therefore significant changes in the programme’s KPIs are possible. However, improvement is dependent on socio-economic, security, and demographic conditions in not only in programme areas, but in Afghanistan in general, and the midline assessment will provide evidence to show whether there has been a positive or negative shift, or perhaps no change in KPIs at the mid-term stage of the programme.
