The purpose of the mid-term evaluation of CFS pilot project is to deliver a critical assessment of the achievements of the project and to gather best practices likely to improve access, retention, and learning outcomes so that these best practices could be used as blue prints in other schools across the country.
This mid-term evaluation is important because its findings and recommendations will help education sector authorities at the national and provincial levels (National Directorate of General Education and Provincial Directorates of Education of Bié and Moxico) not only to determine the relevance, effectiveness and efficiency of the project (using improved access and retention; and improved learning outcomes as key drivers), but also to develop internal analysis process about the sustainability and the scalability of the CFS project and to determine specific aspects of the CFS project that can be easily transferable to other contexts based on the current situation of the educat
