This multi-country evaluation will review the implementation of initiatives to end open defecation (OD) as part of the Key Results for Children (KRC) in UNICEF’s West and Central Africa Region and fulfilling the human right to sanitation. To date 116 million people continue to practice OD in WCAR (WHO/UNICEF JMP 2019), and only four countries are on track to eliminate OD by 2030, in line with the Sustainable Development Goal (SDG) 6.2:
“By 2030, achieve access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations.”
Acceleration is needed to end OD in the region, and to achieve the KRC#8 outcome of reducing the number of people practicing OD to 88 million by 2021. This evaluation will provide various stakeholders with information on how to improve programming to achieve the objective of KRC#8. The evaluation will also review programming approaches and provide the elements to contribute to the theory of change for ending OD equitably and sustainably in WCAR.
Key programming strategies that are implemented in the countries include:
1. Strengthening the enabling environment for sanitation (including policy and strategy, capacity development, institutional arrangements, budget and financing, and planning, monitoring and review);
2. Empowering communities to gain and sustain access to sanitation (primarily through Community-Led Total Sanitation/Community Approaches to Total Sanitation, CLTS/CATS);
3. Utilizing evidence to promote children’s rights to sanitation;
4. Building sustainable markets for sanitation products and services; and
5. Leveraging sustainable financial resources for scaling up sanitation.
The application of these approaches vary across the countries under evaluation, with most countries investing in the first three strategies while the others are still in early stages of programme development.
