The crisis generated by the outflow of migrants from Venezuela led to about 5,5 million citizens of Venezuela migrating through the continent by the end of 2021, including a large number of children that require protection and assistance. The object of this evaluation is UNICEF’s Response to the Venezuela Outflow Crisis in several countries of Latin America and the Caribbean, including Ecuador, which forms a country case study in this regional multi-country evaluation. The evaluation aims to provide evidence on whether UNICEF Ecuador Country Office response to the Venezuela outflow crisis has been appropriate, effective, coherent, adequately coordinated, efficient and connected; and to understand what the enabling and constraining factors and lessons learned are in this context. The evaluation is intended as utilization focused and participatory, with a focus on learning. The evaluation is also forward-looking.
