Multi-Country Programme Evaluation: Moldova country case

Overview

Country Programme Evaluation (CPE) in UNICEF fulfils a key role in identifying lessons which can inform the design of the next Country Programme (2023-2027) and opportunities to improve UNICEF’s performance. The CPE assesses (i) the contribution of the Programme of Cooperation to national development results; (ii) UNICEF’s contribution to advancing the Sustainable Development Goals (SDGs) through the United Nations Sustainable Development Cooperation Framework (UNSCDF) results; and (iii) UNICEF’s strategic positioning in relation to its child rights mandate. Being strategic evaluation, CPE is mostly used to inform the direction of Country Programme (CP), which is outlined in the country programme document. CPE may also inform the UNSDCF planning and evaluation processes and, at regional and global levels, it may inform multi-country evaluations, synthesis and strategic evaluations undertaken to assess and/or document UNICEF’s performance, management decisions and policy and programme development. CPE in Moldova is part of Multi-Country Programme Evaluation (MCPE) using Theory-Based Evaluation approach. The key rationale for conducting MCPE and doing so at this stage of CP cycles for the four countries (Bulgaria, Moldova, Kyrgyzstan and Ukraine) is identified in UNICEF’s 2018 Evaluation Policy. Consequently, CPEs are included in the Costed Evaluation Plans (CEPs) of all the four COs to be conducted in 2021 with the view of them feeding into the developing of new CPDs for the next five years. UNICEF Moldova CO has identified an important priority to conduct CPEs in this programme cycle
