The purpose of this evaluation is to assess the extent to which UNICEF SCO is well equipped and prepared to respond to sudden onset emergencies and provide recommendations for improving country level emergency preparedness, response and planning for recovery after sudden onset emergencies for UNICEF in Sudan and similar contexts.
The evaluation is being done for accountability and learning. It will serve as a tool for accountability primarily to UNICEF SCO itself but also to other stakeholders including - inter alia – the Government of Sudan (GOS), funding partners, other United Nations Agencies, Implementing Partners (IPs) and vulnerable communities affected by emergencies in Sudan. It will identify lessons which – it is hoped – will help inform strengthening of SCO preparedness systems.
The general evaluation objective is to examine, as systematically and objectively as possible, the appropriateness, efficiency, coordination, coherence, coverage, effectiveness and connectedness of UNICEF Sudan Country Office’s emergency preparedness system. Its two specific objectives are to:
i. Assess the appropriateness, efficiency, coordination, coherence, coverage, effectiveness and connectedness of UNICEF SCO’s emergency preparedness system; and
ii. Identify and document lessons to strengthen the future preparedness levels of UNICEF Sudan Country Office.
