The Nepal Country Office conducted a country programme evaluation in the last cycle, but the country has faced a number of changes in its context, warranting a country programme review, that will be conducted independently by the UNICEF ROSA Evaluation function in lieu of an evaluation. While the review will provide an independent voice, it will be characterized by a light touch approach that will seek views from a limited and carefully selected list of stakeholders and partners. The purpose of the CPR is threefold:
1. Inform programme design and support managerial decision-taking at country office level in preparation of the next the country programme. Recommendations are to be provided which must be specific enough that necessary actions can be determined in response.
2. Foster organizational and Nepal CO learning about what works and does not work, especially within a changing context such as the one experienced by the Nepal Country Office.
3. Support accountability by providing an independent assessment of how selected results were achieved (or not) and the factors that contributed to the achievement or lack of.
