Intended utilization
In 2020, the Country Programme is in its last year of the implementation cycle. Parallel to the Strategic Positioning Evaluation, the Country Office is preparing for the next Country Programme cycle, with several related exercises either completed or on-going (such as the Country Program Evaluability Assessment, Gender Programmatic Review, the Situation Analysis and the Evaluation of the Social Protection System). By approaching the Country Programme evaluation from a strategic positioning angle, the value addition of the UNICEF investment can be assessed through an evaluation of the strategic choices, partnerships and adaptive capacities employed by the Programme. The intended results of the evaluation will be available for the development and fine-tuning of the change strategies for the new Country Programme, which will cover the period of 2021-2025.
The overall objectives of the SPE are:
• UNICEF has an accountability to design and implement programs at a standard of excellence targeted in its planning and partnership procedures. This includes Gender and Social Inclusion, which represent important dimensions of UNICEF’s work across South Asia. In this context the evaluation will examine how UNICEFs strategic approach has contributed to better positioning UNICEF in the national development agenda and how the selected strategies have contributed to reducing inequities and disparities and supporting the progressive realization of rights for all children, especially the most vulnerable (as is the overall goal of the Country Programme).
• The SPE will foster organizational learning on the adaptive capacity of a small country programme for working in an upstream-focused upper middle-income country context. The majority of UNICEf programs are now small or small-medium in terms of their throughput, and many of them are in upper middle-income settings that will benefit from Maldivian learning on evidence-based policy advocacy and
