Purpose: The overall purpose of the strategic review was to assess whether the research architecture across the various levels of the organization is appropriately set up to fulfil its overarching purpose, namely to inform policy, programming and advocacy for children.
Scope: The strategic review considered research at all levels of UNICEF, including country and regional offices, the Office of Research – Innocenti and headquarters divisions, including Programme Division and the Division of Data, Research and Policy. The strategic review focused on the years 2016-2018, the period following adoption of the UNICEF policy on research (April 2016). The period 2012-2015, following the 2012 Executive Board decision and “transformation agenda” for research, served as background. The review excluded comprehensive assessment of results achieved.
Utility: First, the results of the strategic review will inform an internal UNICEF re-positioning and realignment exercise ongoing in the second half of 2018. This exercise includes research among other cross-cutting functions. Second, the review will inform the implementation of the SP, 2018-2021, in which research, along with data and evaluation, is positioned as a “HOW” or change strategy. Third, it will contribute to conversations about knowledge and evidence currently taking place among sister UN agencies and globally, including evidence roundtables and the review titled, “Strengthening the United Nations Policy Research Uptake in Service of the 2030 Agenda", which is being conducted by the UN Joint Inspection Unit (JIU).
