The purpose of this summative evaluation is to assess the value of the State Programme on Justice for Children in Kyrgyzstan 2014-2018 (Programme) and the results of UNICEF’s interventions at the end of the Programme activities for the overall judiciary reform in the country. The evaluation will be mostly outcome-focused while the outputs for the implementation will also be evaluated.
The evaluation results and recommendations will inform key decision makers such as the Parliament, Supreme Court and the Government of the KR on justice for children system reform. The results will be widely discussed with key stakeholders and shared with media and the donor community in order to gather more support for the establishment of equitable justice for children and to ensure children’s access to justice in the Kyrgyz Republic.
The evaluation process should start with the in-depth desk review of available related documentation that will be mainly provided by UNICEF. A detailed design and methodology with relevant and high-quality tools for data collection and analysis is expected to be developed. Key stakeholders and informants are to be identified during the inception phase. The evaluation should follow the evaluation criteria mentioned above with appropriate additions to cover the scope of the evaluation. The approach should be participatory as well as gender and human rights responsive with a special focus on equity aspects.
During the data collection phase, an evaluation questionnaire, in-depth interviews, focus group discussions or other relevant measures, such as structured observations and review of official records will need to be used to gather needed information for the evaluation from the key stakeholders.
