Iraq witnessed large scale and complex emergencies and remains under protracted crisis and the current COVID-19 context, hence, the purpose of the evaluation of WASH humanitarian response aim to:
- Provide accountability to UNICEF, donors, governments, communities, private sector partners, and rights-holders as to whether UNICEF’s implementation of the WASH humanitarian response was fit for purpose and achieved the desired results for children, adolescents, and their families in Iraq.
- Enable UNICEF and stakeholders to make use of the evidence generated and advocate for the necessary changes in line with global policies, systems, procedures, and practices and improve the ability of UNICEF and others to respond to future large-scale complex emergencies in other countries.
- This evaluation will compare planned achievements with those recorded in the periodic situation reports, compare the costs of different types of interventions in different situations, and engage with implementing partners to understand why certain approaches to improve WASH access worked while others did not. The evaluation will also consult with rights holders in order to contextualize and confirm the impressions of UNICEF and its implementing partners.
