In order to provide an independent evaluation of the extent to which the interventions met their objectives, this process evaluation will take into account both programmes’ contexts, designs, theories of change and implementation pathways and interrogate their relevance, effectiveness, efficiency, equity, timeliness, coherence, and adequacy and to generate recommendations that will guide future emergency cash-based programme designs and implementation strategies.
The PE analysis will focus on the most critical aspects already highlighted in previous monitoring, evaluation, accountability and learning efforts. Therefore, the analysis will build on existing literature, ‘deep diving’ into areas already prioritized for further elaboration.
