Purpose
This evaluation is being conducted primarily for learning purposes and to inform the UNICEF Lebanon upcoming Country Programme 2023 – 2026/7. This evaluation will provide an independent assessment of UNICEF LCO’s approach to local community level systems strengthening and programming (both localization and governance). It is expected to provide a deep dive into the approach by examining the design, implementation, and achievements of this approach over the last 4 years of implementation; and identifying success factors, critical barriers, and enablers to implement UNICEF localization programming approach.
Objectives
Specifically, the evaluation serves to:
1. Examine the overall relevance, effectiveness, coherence, efficiency, and sustainability of UNICEF local level systems strengthening approach in Lebanon.
2. Assess the implementation and coordination approach and management arrangements within UNICEF (Country Office, Field Offices and Programmes) and with local authorities that have contributed to or impeded achievement of results, allowing for learning from success and failures.
3. Examine the extent to which the approach conceptualization and implementation aligned with and contributed to realizing UNICEF’s programmes’ intended outcomes; and /or other unintended ones at national level.
4. Assess the realization of local governance in the context of multiple severe crises, and identify the challenges faced with the benefitting local institutions
5. Identify lessons learned about the challenges and success factors of the local level systems strengthening approach.
6. Evaluate if the achieved results were performance-based or need based and relevant to the allocated resources.
