Formative Evaluation of Cash Based Assistance (CBA) programme in Afghanistan
Overview
The main purpose of this independent, formative evaluation is to assess and guide UNICEF’s expansion of CBA programmes in Afghanistan. The evaluation will fulfil a mainly learning function as it will be used to identify what adjustments are required to effectively bring CBA to scale. The evaluation will systematically capture outcomes for women and children, along with gathering information on effectiveness of programme design features, implementation processes and operational mechanisms.
