The evaluation will focus on social welfare workforce (SWW) capacity building initiatives in the period of 2016-2022 in Timor-Leste. The evaluation will inform the Government, especially the Ministry of Social Solidarity and Inclusion (MSSI), as well as UNICEF and other stakeholders, on further efforts needed to build SWW capacity so as to fully address the needs of the most vulnerable children, families and communities.
The suggested focus areas are the following (only a reference and not definitive):
• Appropriateness of competency framework;
• Analysis of the available education programmes (Civil Society Organizations, Academia, others) and its implementation: content, modules, materials, methodology, length, number of hours, certification, beneficiaries, impact, etc;
• Analysis of the Government-led specialized education programmes, standardized curriculum developed and its implementation: content, modules, materials, methodology, length and number of hours, certification, impact, etc;
• Effectiveness of the trainings on different topics provided by various actors;
Institutionalization of the capacity building;
• Effectiveness of the MSSI’s Technical Working Group, and their leadership of the process up to date.
