The main purpose of this summative evaluation is to support accountability by providing an independent assessment of how selected results were achieved (or not) and the factors that contributed to the achievement or lack of, against the OECD DAC criteria in terms of programme relevancy, coherence, effectiveness, efficiency, impact and sustainability.
It also aims to assess UNICEF’s specific role and contribution in achievement of the results and propose
measures to improve the new programmatic approaches in order to strengthen the UNICEF strategy in the context of working in partnerships with other stakeholders. Additionally, the evaluation will foster organizational learning about what works and does not work, especially in areas where the programme components have not achieved the desired results to guide programmes under the next UNICEF Pakistan CPD 2023-27. It is also expected to document success stories and best practices.
