The object of the evaluation is UNICEF’s education programme’s global, regional and country response to COVID-19 from March 2019 to December 2021 which aimed to provide inclusive and equitable education and learning opportunities to girls and boys, in particular the most marginalized. Specifically, the evaluation will look at UNICEF’s activities and outputs at the global, regional and country levels and evaluate in what way, to what extent and how successfully they have contributed to the following outcomes:
● Strong evidence and resource base provided for the education response
● Education solutions are evidence-based, cross-sectoral and partnership-based
● Children continue to learn while schools are closed
● Marginalized children are reached, and their needs addressed
● Children are safe and protected during school re-opening
● In-school learning is reinstated
