In the period 2016-2020, the country office has provided significant support to the Government in reforming the childcare system. Namely, combining advocacy and technical support, UNICEF contributed to massive efforts in the process of deinstitutionalization of children from large scale institutions, resulting in no children placed in institutions by 2020. The capacity of the former institutions’ staff was further developed to ensure smooth transition from institutional to alternative care and community-based settings. Establishment of small group homes was supported, and the foster care system strengthened. Current efforts are focusing on establishment of a gatekeeping mechanism, while planned actions will support further development of alternative care and mechanisms to ensure that children remain outside of institutions, while increasing efforts to prevent separation from families in the first place. Further enhancing of foster and kinship care is also underway.
It is expected that these interventions will have a consolidated effect on the childcare system in the country and contribute to improving the quality of care, as well as ensuring the development of longer-term plans and durable solutions for each individual child.
An evaluation would therefore be critical for determining whether the established protective mechanisms are effective and delivering expected results.
