Although Montenegro is an upper-middle-income economy and a candidate for accession to the European Union (EU), many inequalities remain, and child wellbeing is compromised by insufficient recognition of the importance of early child development. The three-year Action “EU and UNICEF for Early Childhood Development in Montenegro” (henceforth this Action), intends to make a significant contribution to improving the situation given the size of the investment (EUR 1 million). Two and a half years into Action implementation, progress has been made in meeting most of the objectives. The impact of services has been positive and the number of caregivers benefiting from services exceeded the original targets. Setbacks initially brought about by COVID-19 have largely been reversed, including with respect to preschool enrolment rates, except in the area of immunization where regressive attitudes and practices and COVID-19 has had a significant negative impact. As envisaged by the Action document (i.e., Description of the Action), a summative project evaluation will be conducted at the end of the Action to assess short and long-term effects of the project (the relevance, effectiveness, efficiency, sustainability and impact). This activity is linked to UNICEF CPD 2023-2027 and RWP 2023-2024.
The purpose of the evaluation is to assess short term and long-term effects of the project “EU and UNICEF for Early Childhood Development in Montenegro” (the relevance, effectiveness, efficiency, sustainability and impact). The findings will inform the Government of Montenegro and UNICEF future programming in the area of ECD. Furthermore, the Ministry of Health is leading the process of developing a national ECD Strategy and the evaluation will provide recommendations that can be used to facilitate monitoring and implementation of the Strategy.
