One of the key activities under UNICEF and the Royal Thai Government collaboration is to support the RTG in carrying out a Social Protection Diagnostic Review. Thus, the assessment of the Government Welfare Card Policy, a flagship policy of the RTG to provide social protection support for low-income earners (those earning less than 100,000 Baht) led by the Fiscal Policy office under MOF, will become an input to overall SRPD of Thai social protection system.
Under the partnership with the Fiscal Policy Office (FPO), one agreed activity is the formative evaluation/assessment of the Welfare Card Policy. The evaluation was finalized in January 2023, after several delays due to different challenges, including COVID restrictions, and proposed a set of 9 recommendations (see Annex 2).
The RTG considered the recommendations from the evaluation and is in the process of developing an action plan. None of the recommendations is directed at UNICEF. While UNICEF will continue to engage with FPO and government counterparts in implementing the action plan, the main actions and responses to the recommendations are government-led and government-implemented.
As no recommendations are directed at UNICEF and following the Evaluation Management Response Guidance for UNICEF, no management response for UNICEF is required, nor will be developed.
