The overall purpose is to assess the relevance, efficiency, effectiveness, outcome and sustainability of project interventions under the Urban Sanitation Project (USP) supported by the Embassy of the Kingdom of the Netherlands (EKN)
Specifically, the objective of the summative evaluation is to:
Determine whether the project has been executed as per the activities outlined in the project proposal
and its subsequent updates, if any, and whether the planned results have been achieved.
Analyze the effectiveness, coherence, efficiency, and sustainability of the 5-pillar approach to the
Urban Sanitation Project (USP), by looking at facilitating and hindering factors, key entry points,
missed opportunities, and governance arrangements. The five pillars are (1) Demand Creation
/Behavior Change (2) Technology Options (3) Business Development, Supply Chain, Financing (4)
WASH Governance and Regulations (5) Monitoring and Evaluation
Identify any good practices, lessons learnt regarding what worked and what did not work, and potential
areas for improvement for better design and implementation of interventions.
Make specific recommendations on any follow-up activities as well as the lessons learned that can
benefit the future UNICEF WASH programming in Ghana
