The evaluation of the Accelerating Water and Sanitation for All (ASWA II) programme is intended to serve multiple purposes. The primary purpose of the evaluation is to provide evidence on ‘what’s working’ in the ASWA II programme, including progress towards intended outcomes for affected populations, examining the constraints and success factors that contributed to these results. The evaluation will provide evidence for programme improvement, learning and decisions about changes and adjustments during the inception phase of the extension (or new agreement). The evaluation will further contribute to organizational accountability by assessing the degree to which the programme has met its objectives and commitments to its stakeholders, including donors, national governments, partners and affected populations. Additionally, it is intended that lessons generated will be more broadly applicable to WASH programming in similar contexts.
