As per the agreement between the EU and UNICEF on the Facility, specifically under the Monitoring and Evaluation Plan of the agreement, an independent evaluation of the Facility is foreseen. The Evaluation is not only necessary to fulfil the requirement of the Facility agreement but vital to provide key recommendations to improve the performance of similar interventions in the future.
The evaluation serves both purposes of learning and accountability. Accountability comes in the form of demonstrating whether or not the EU-UNICEF Public Finance Facility has been implemented as per the agreement with EU and the focus countries, as well as the ability of UNICEF and other stakeholders to systematically adapt the Facility to the changing circumstances to ensure that the overall goals are achieved with the available resources. Organizational learning is intended to be served through credible evidence on lessons emerging from the Facility implementation progress, opportunities, lessons learned, challenges and barriers to enhancing public finance management in the focus countries, to inform future programming.
