The Regional Office Management Plan (ROMP) outlines how the regional office will fulfil its respective roles and functions to enable the realization of UNICEF’s Strategic Plan 2022–2025. During mid-2023 UNICEF’s Latin America and Caribbean Regional Office’s (LACRO’s) 2022–2025 ROMP went through a midterm review. The purpose of this evaluability assessment of the ROMP, commissioned during its second year, was to complement this midterm review and to generate learning that helps improve the ROMP’s evaluability, implementation and monitoring as well as the ROMP’s utility as a planning and management instrument. The ROMP was designed before UNICEF updated its accountability system in 2022. The evaluability assessment therefore was useful to ground the ROMP and its integrated results and resource framework more strongly in the functions of a regional office as outlined in the 2022 accountability system.
This exercise was managed by the UNICEF LACRO Evaluation section, with the support of three external senior-level staff of different levels of the UNICEF evaluation function and accompanied by a reference group consisting of representatives of LACRO, country offices and UNICEF Headquarters. With a strong formative focus, this exercise offers relevant and actionable recommendations that informed the midterm review and strengthen the ROMP’s fitness for purpose to accelerate results during 2024–2025. A tailored evaluability assessment methodology was employed, examining the clarity and coherence of the ROMP design, the relevance of the monitoring framework, and how well the ROMP is being used to drive collective action within LACRO and with the country offices.
