The purpose of the evaluation is to assess retrospectively UNICEF’s performance in implementing Gender Action Plans (GAP) 2 and 3, and the new Gender Policy. The evaluation will also include a forward-looking orientation, providing evidence-based insights to nurture learning and inform UNICEF’s future strategic planning for gender equality and its positioning, reflecting on the current development environment, including the UN Reform and the need to accelerate progress in the Decade of Action toward the 2030 Agenda.
The country case studies will explore the implementation of the GAP (2 & 3) and Gender Policy at the country level, the contribution to shifts in workplace culture and accountability, as well as programmatic results for women and girls and gender equality, within Adolescent programmes and as integrated in all sectors.
