Overview
With the global humanitarian crises at unprecedented levels, UNFPA Evaluation Office has undertaken the first independent evaluation of the UNFPA capacity in humanitarian action 2012-2018, which takes stock of the humanitarian effort of the organization over almost a decade. The evaluation assesses the organizational capacity of UNFPA in humanitarian action globally, in terms of both preparedness and response. The evaluation covers all UNFPA priority countries since 2014 and considered various humanitarian contexts (rapid-onset emergencies, protracted crises) with a focus on reproductive health and GBV interventions. UNFPA Humanitarian programming was evaluated for its relevance, effectiveness, coverage, connectedness and alignment with humanitarian principles. The evaluation also draws lessons from past and present UNFPA humanitarian work and proposes recommendations for future humanitarian programming priorities at UNFPA.
