The UNEG Norms and Standards highlight the need for people centred evaluation and for evaluators to consider human rights and gender equality in their work but there has continued to be a gap in tools and frameworks for evaluation that fully reflect these considerations. This Handbook was developed by UNEG to be used as a tool to integrate human rights and gender equality into the practice of evaluation.
This document was followed in 2014 by the UNEG Guidance Document, Integrating Human Rights and Gender Equality in Evaluations.
