Lao PDR has made significant progress in advancing basic education, focusing on improving both access and the quality of learning to meet Sustainable Development Goal 4 (SDG 4) and its national ambition to graduate from Least Developed Country status by 2026. However, recent challenges, including the COVID-19 pandemic, have caused a decline in education indicators such as enrolment, retention, and student performance, particularly among disadvantaged groups. The Partnership to Strengthen the Education System (PSES) in Lao PDR was established to support the country’s education system in addressing these issues. It forms part of the broader EU Basic Education Support Programme and is aligned with the Lao Ministry of Education and Sport's Education and Sports Sector Development Plan (ESSDP, 2016-2020 and 2021-2025). UNICEF, through PSES, provides technical and financial assistance to the Ministry of Education to enhance the capacity of its staff and strengthen education system governance.
The evaluation aims to assess the implementation and results of the PSES project, focusing on the complementary support led by UNICEF. It seeks to evaluate the relevance, effectiveness, and efficiency of the project, examine partnerships and governance mechanisms, and review the project’s impact on education system strengthening. The evaluation will provide lessons learned and actionable recommendations to inform decision-making processes and improve future education sector interventions in Lao PDR. Moreover, it will assess the project’s sustainability, coherence with other interventions, and the extent to which it promotes child rights and gender-sensitive approaches.
