UNICEF Ukraine is commissioning an evaluation of its humanitarian cash transfer programming in response to the Ukraine L3 crisis. This evaluation* will take place in 2023 to provide an evidence-based reflection of the programme’s contributions for households with children and to inform future cash and social protection programming that responds to diverse needs of women and men, girls and boys. The terms of reference serve to outline the background, purpose, objectives and scope, as well as provide details on the intended study design, including proposed questions and methods, oversight, timeline and deliverables. The evaluation will be managed by the UNICEF Ukraine Country Office, in consultation with the UNICEF Europe and Central Asia Regional Office.
