Punjab - ESPIG (TALEEM) is a five-year programme started in January 2022 and will end in December 2026. The programme aims to improve access to inclusive and quality education in the province of Punjab. It consists of five components with various sub-components: 1) improving access and learning at primary level; 2) improving equity and inclusive education;3) improving efficiency in education planning and decision making; 4) improving access and learning at middle level; and 5) changing mindset through effective communication. The TALEEM programme furthermore includes a technical assistance (TA) component to ensure the required ability for successfully implementing the programme and achieving planned objectives and results. The technical assistance component is divided into two parts, 1) short-term individual and institutional technical ability needed for specific tasks and 2) long term technical assistance throughout the programme as needed for identified critical areas and successful delivery of results.
The purpose of this Evaluability Assessment in the context of Punjab - ESPIG (TALEEM) is to provide UNICEF Education staff and partners in Punjab province with evidence on the extent to which results can be demonstrated in the near, medium, and long term based on programme documentation and the monitoring systems being established.
The general objective of this assessment is to find strategic areas of evaluation of the TALEEM programme and supply an assessment of the clarity of its conceptual underpinnings and design, underlying theory of change, and M&E system.
