Based on the founding law of the National Mechanism for elaborating, monitoring and evaluation of action plans on the rights of the child, the National Mechanism has the competencies, among others, for developing and evaluating the National Action Plans on Child Rights. Based on that, the development of the National Action Plan for the period 2024-2027 has been initiated by the National Mechanism with UNICEF’s technical support. Provided that the National Mechanism has the competency of “evaluating the National Action Plans, the level of their implementation, their results based on implementation indicators, as well and their overall effectiveness”, an evaluability assessment is deemed necessary to ensure that the National Action Plan under development is evaluable, namely is structured in a relevant way and has specific requirements such as measurable targets, monitoring indicators and tools as well as defined relevant monitoring systems. Evaluability assessment constitutes a critical component of the NAP development process that has been initiated. Evaluability assessment is planned to take place in the very final stage of the NAP development process when a final draft of the NAP is ready, so that the relevant recommendations from the EA can be incorporated just before its finalization. Purpose: The EA aims to:
a) Explore the extent to which the National Action Plan of Child Rights 2024-2027 plans to respond to the country specific CRC and CRPD Concluding Observations, and considers the priorities of the policy and planning documents at Regional and National level.
b) Ensure that interventions included in the National Action Plan are already included or are likely to be visible and/or traceable in the respective national strategies/programmes/plans and are evaluable.
